The United States International Trade Commission (USITC) preliminarily determined that countervailable subsidies have been provided to producers and exporters of float glass products from China and Malaysia.
As a result of the determination, the USITC will direct U.S. Customs and Border Protection to suspend the liquidation of subject merchandise entered or withdrawn from warehouses for consumption on or after the date this notice is published in the Federal Register.
USITC officials determined in January 2025 that there was a “reasonable indication that a U.S. industry is materially injured because of imports of float glass products from China and Malaysia that are allegedly sold in the United States at less than fair value and subsidized by the governments of China and Malaysia.”
According to USITC’s preliminary determination, the following countervailable subsidy rates include:

The scope of the USITC’s investigation includes float glass products with a thickness of at least 0.0787 inches and a surface area of at least four square feet. Excluded from the inquiry are wired glass, patterned flat glass, safety glazing materials for vehicles, vacuum insulating glass, framed mirrors without LEDs integrated, unframed “over-the-door” mirrors and heat-strengthened washing machine lid glass.
The country of origin of each float glass product is determined by the location where the soda-lime-silica glass is first manufactured, regardless of the location of any downstream finishing or fabrication operations.
